Sanctions Enforcement - Risks, Penalties and Prosecutions: An International Perspective

With: Azizur Rahman, Dr. Angelika Hellweger  Wednesday 19th April 2023

Rahman Ravelli held an international event assessing all aspects of sanctions enforcement

The enforcement of sanctions was analysed and discussed by an expert panel at a seminar organised by Rahman Ravelli, Doughty Street Chambers and supported by ThoughtLeaders4.

“International Sanctions Enforcement - The Next Step. The risks, penalties and prosecutions as events escalate.’’ could be attended online or in person when it was held at 54 Doughty Street, London, from 5.30pm on Wednesday, April 19.

The event was designed to be of interest to stakeholders, individuals or companies who are, or may be, affected by worldwide sanctions, as well as those who advise, represent or have business dealings with them.

The matters discussed by the panel included:

  • Identifying enforcement risks and exposed sectors, from a UK, US and European Union perspective.
  • The UK Office of Financial Sanctions Implementation’s (OFSI’s) approach to enforcement: its monetary penalties for sanctions breaches, its engagement with the National Crime Agency and the scope for criminal prosecutions.
  • Comparing US and EU approaches to sanctions enforcement.
  • Trade sanctions enforcement and penalties, involving HM Revenue and Customs and its international counterparts.

The panel was moderated by Rahman Ravelli’s founder and Senior Partner, Aziz Rahman, who is known for leading the highest-level, most complex sanctions cases. He advises and represents major institutions and corporate leaders around the world on sanctions and sanctions-related litigation.

The panellists included:

  • Angelika Hellweger. Legal Director at Rahman Ravelli and member of its international sanctions team, who focuses on sanctions enforcement and worldwide assets freezing and seizure.
  • Jago Russell. Partner at London-based Boutique Law who specialises in cases involving sanctions. Former chief executive of the global criminal justice watchdog, Fair Trials.
  • Peter Caldwell. Barrister and head of Doughty Street Chambers’ international sanctions team. A UK specialist in sanctions compliance and international investigations.
  • Amy Jeffress. US-based partner at Arnold and Porter and former Justice Department Attaché who has in-depth experience with national security matters, including compliance with export enforcement and sanctions laws.
